‘Realizing Health Reform’s Potential: Will the Affordable Care Act Make Health Insurance Affordable?’ This paper by Jonathan Gruber and Ian Perry was published by the Commonwealth Fund in April of 2011, but it is worth revisiting today as we prepare for the implementation of a health insurance exchange for Virginia. The essential finding is that even with subsidies, significant numbers of low-income people with chronic conditions may still have difficulty affording health coverage (including premiums and out-of-pocket costs) offered through the exchange. This has practical implications for the low-income uninsured populations currently served by Collaborative Members.
